majority it would still be safe for the Government to rely upon a sufficient number voting with them to enable them to
pass any legislation which ought in the interests of the
Colony to be accepted. On the other hand this might place one unofficial section in a somewhat similar position to that at times occupied by the Irish Party in the Imperial Parliament and leave the balance of power in their hands
a most undesirable situation.

We consider that it is impossible for a
Government to govern without an assured majority and that
more control of local affairs by the Public however desirable
should not under existing circumstances be obtained through
an unofficial majority in the Legislative Council.
In comparing this place with Shanghai we think
the fact that the Shanghai Municipal Council is an adminis-
trative and not a Legislative Body is frequently over looked.
A greater control of local affairs by unofficial
representatives is, we think, undoubtedly desirable and
might be obtained by the creation of a Municipal Council for
the City of Victoria and Kowloon and also a Harbour Board.
Such a Council should have an unofficial majority in which
the element of Government nomination should be preserved,
Such a step would largely meet the desire
expressed at the Meeting of the 9th. that residents here
should enjoy the same rights of citizenship as in Great
Britain and existing criticisms that the Government does not
move with the times would be lessened and much of the present
objection to the transfer to Public Control of the work now
done by the various Public utility Companies would be removed.
As regards the constitution of the Council as
proposed by the Constitutional Reform Association we have the
following criticisms to make :-
